If the government brought the gear to build it's own road's the first few would cost me same then you would save 60% as that's the contractor profits and the army has some of the gear all ready and why when the government builds something and it goes over budget or time the tax payer where's the cost yet if a private company builds something and it goes over budget the contractor where's the cost so is the government working for the contractor not the tax payer
